Sure. If you want to draw better, tracing really helps. It's not something you should pass of as your own, but it helps you get a feel for it.
Copying down texts you want to emulate help with internalizing flow and word choice.
It also depends on how you learn best. There are people who learn best by hearing, writing, doing, etc, etc.

Write a short story every few days. When I'm writing I write 2000 words a day. After a month of that take a break. Make sure you're reading some easy interesting nf the whole time.

It takes years of practice and studying the craft to make it a competent work. In addition, the development of a distinctive voice is the hardest aspect. Anyone can puts words together, but to have them arranged in such a tone and manner to which a reader can differentiate your style from others is the hardest part I think

100% Talent, it's a lottery and you probably haven't made it. Anyone saying it's all in practice are correct but only if there's a gift in there, many classical pianist practice since kids only to fail being able to play virtuoso peices because there genetics can't support them.

Write. The only way to get better at writing is to write.
Sure, you can read fiction and dissect it and attempt to learn from it. You can also take a class that will break down the ins and outs of writing. There is a lot of material out there in the world that will help educate you on how to construct a narrative.
However, that doesn't change that you still have to write in order to be a writer and to get better at writing. Write something, learn from it, and write some more.
