in the sense that the West will eventually end yes, and in the sense that art and religion were already dead in his time and would never return to the West yes. But he thought there was another few centuries to go before actual collapse, the period of civilization and empire, and he thought people should approach their roles in this new era stoically, there was still lots of value to be done in technology and statecraft and whatever.

Obviously he means something specific by art and religion since they still existed then and now.
