It depends on how the national pride is manifesting. The kind Schopenhauer is talking about is where people use their nationality as an excuse not to better themselves, believing in their inherent superiority. This results in degeneracy.
Another kind is where the citizens believe in their nation, that it is great, and so they feel inspired to live up to its standards. They're not prepared to settle for anything short of the greatness that makes one worthy of belonging to such a superior place. They recognise that while some nations are blessed with the right climate, the right geography, the right resources, it's the people who really make up the nation and determine its quality. No nation is immune to collapse. It's up to its citizens to be the best they can be so they it maintains its standard.

Schopenhauer lived during a time when Germany was split into like a dozen tiny states even though everybody recognized the unity of the german people as an ethnic group. The sort of national pride he's talking about is different from what we now understand as national pride.
