That is not really true, most people just loose the interest in learning as they age but those who stay in the habit have no issues learning new languages. This statistic also tends to fall apart if you focus on people who are retired, many resume their learning in retirement and pick up languages quicker than those between mid twenties and 65. Really it is just that there is a 40 year block in most peoples lives where they are more focused on work and family and don't have time for learning for the sake of learning and they skew the statistics drastically.
