No, dicks are about power, including dicks but not exclusively. The phallus in psychology is not just a dick, it's any object that conveys authority. If you say "shut up, I have a diploma in this subject", you are being phallic. This can be real power or not: "do what I say or I shoot you", that's phallic. The judge slams his little hammer and talks, that's phallic, that's power. Society is built upon these.
