I force it. I have to read probably almost as much as a normal law student (I study law and philosophy) as well as a lot of philosophy, and I still find some time to read some literary fiction or poetry at least every other day. I try to manage fifty pages of uni unrelated reading but that doesn't go often enough. When I have time to read I generally go through one entire book. This has forced me to read shorter stories in general (max 200 pages), poetry and shortstory collections. I miss reading longer works but I don't have the time for that especially.
During exams season or when writing papers I have a lot less time to read compared to normal classes but I still read at least a little. Maybe thirty pages a day, or twenty. You really just have to force it. Think at every moment: I should read something now.
What's been bothering me most is that I don't find any time to write. I used to write a lot before uni and still a lot before uni got especially, but now especially I don't write at all anymore.
I don't have friends or a gf though so if you have both or either then you won't have time to read.

I skip class. Honestly feel free to call me a dumbass, but I gain fucking nothing from listening to a guy talking for 90 minutes straight, I just lose focus. I can study 3-4 hours straight, but listening? Half an hour tops.
My uni mostly doesn't care about attendance, so I just read all the required readings, do all the assignments, and go to the exams. That saves me hundreds of hours that would otherwise be wasted every semester.

I did my undergrad in electrical eng, 4.0 gpa, thought that was real good. I got a technical job in a lab, the boys were doing their PhDs and working full time, working pretty well 100+ hours a week, and they don't complain, they enjoy it. They're fucking driven.

I graduated 4 years ago and still experience that nightmare regularly. I don't handle pressure well so for most of my assignments I skimmed the cliffnotes/summary and went from there. For a long time I was terrified of doing it because teachers always said they knew when you hadn't done the reading, but I eventually discovered they must've just been providing a plot summary rather than an analysis. I got As in most of my classes and my professors often told me I was a stand out student. I'm not even intelligent, just good at giving people what they want

I finished my PhD several years ago and I still have nightmares where I completely forgot to do some mindless task or assignment that takes a month to complete, or else has a series of milestones you have to complete in the right order, like getting one form into one office so they can get back to you with another form to take further up the chain and etc., or getting all five recommenders together weeks ahead of time and politely forcing them to actually write your letters on schedule.

The "vibe" of the nightmare is always that the task is still theoretically possible, either just before the due date or just after it, but it's functionally impossible because of the choppy nature of the task and the awkwardness of admitting to five professors that you forgot until the last minute and now you need them to write you a letter while they're on vacation, and so on. It's never about the paper itself, it's always about explaining the situation to some office so I can twist their arm to rush things so the other office will still be open when I rush over there.. etc.

When I wake up I'm always so relieved.

Are you in your first year? I find that stuff gets more and more chill as you get better and more used to studying (even though the course load and other responsibillities get heavier and heavier). My only suggestion is 1) keep your physical and mental health in as good condition you can. go outside and never ever sacrifice sleep unless you are literally 1 day before a deadline.

To me "time" was never **really the scarce resource, more like mental energy. Like I will come home at 5 and then eat, and then work on stuff til 10pm, and then even tho I have 1hr of free time, I would always spend it on useless shit like 4chan because reading serious material seemed like too mentally exhausting. However, this problem mostly went away on its own. Just make sure you're not tired for no good reason, ie make sure you eat sleep and exercise.
