Wood, even “cheap” pine and fir, aren’t really affordable anymore, so unless uou have a free source for lumber, a home built bookshelf would actually likely be expensive than a store purchased one.

Cheap melamine coated bookshelves can be cheap, because the shelves are basically made from wood chips and discarded sawdust.
The material is crap though.

Can you screw shit to your walls? A Mainstays (that is, Walmart) 5-shelf bookshelf runs no more than $40 as far as I know.
If you can't, and you can afford a $120 expense (and don't give a shit about aesthetics) get a metal garage shelf and either lay something across the shelves (such as cardboard) or put your books in smaller boxes/crates on those shelves. Mainstays is cheaper, but the garage shelf (like you might buy at Home Depot) can hold more books, since each shelf should be able to support 650 pounds.
Those are the options that come to mind if you're in the USA and want to buy new; otherwise look on craigslist, offerup/letgo, facebook marketplace, and go to local thrift stores like goodwill and salvation army
