This is "the world diaper" by award winning Quebecois author Richard Petit. The title is a French pun on the world cup. It is about a Canadian piece of poop that plays Hockey against American pieces of poop.

Civilization and Barbarism is available in english, despite being a pivotal book in the history of Argentina and the most important book written in spanish in the 19th century, it's not very appreciated in foreign lands.
I know that the work of Piglia, Fogwill and Sabato was translated into english, I don't know exactly what books were translated. The Days of the Deer is in English but it's a trilogy and I don't think the sequels will ever come out in english. An anon was translating some of Laiseca's short stories, I'm pretty sure some of his books are in english.
Check out "On Elegance While Sleeping". It's a bit obscure, but brilliantly written.
