Unironically the collected scripts of British sitcom Yes, Minister which will give you an insight into how corruption happens and how good policy is thwarted. The scripts were heavily inspired by Richard Crossman's "Diaries of a Cabinet Minister"
As for leadership, good luck learning that from a book! The personal touch is so very rare and hard to describe in prose, let alone to glean any didactic utility from it as a reader even if it is there.
Strategy... like what do you mean 'strategy'? Do you mean Mark Chussil's work on Advanced Competitive Strategies and Business War Gaming? Do you mean Von Clauzwitz? Do you mean Clayton Christensen's Innovator's Dilemma? What do you mean by 'strategy'? it varies depending on the circumstance.

'Corruption and Government' by Susan Rose-Ackerman is a good book, if a bit tilted in favour of an economic analysis. But i haven't read much into the subject in all honesty.
