No and that’s not the point.
His point is humans, through evolution, are better adjusted to living in a violent hellhole than whatever the fuck modern society is supposed to be. He says mental issues of today stem from being unable to spend all day satiating your natural drives and instead not only having to surprise them but also having to find replacements for the „power process“, meaning exhausting yourself as a *direct* means of satiating your desires
It’s kinda similar to Nietzsche saying Pessimism and Depression don’t arise out of the cruelty of the world but from humans being ashamed of themselves and their violent nature, seeing the cruelty not as something to be overcome and retaliated but as something to escape from.

As for philosophers, I have no clue. Perhaps implicitly Rene Girard is one, but that is reaching too much. Ted Chiang is not necessarily a philosopher but his scifi story collection is rather mindbending—I wouldn't be surprised if he (albeit slightly) influenced or predicted the future decades from now.
