Is Houellebecq correct about Lovecraft's conception of horror being decisively influenced by his disdain for mischlings?

"Mixing," blurring into indistinctness, the triumph of entropy and chaos over form and order, are undeniable features of modernity, especially in the degenerate urban hellholes like New York that Lovecraft inhabited. Was he just a particularly perspicacious observer of this, and translator of it into literature? Are we really looking into a mirror when we look into Lovecraftian horror, seeing our own tranny mulatta face staring back at us?
