Someone claimed to me that this chapter is about God stating jews are allowed to murder non jews and take their property. I read the chapter and see nothing of this nature. I see Moses is having a conversation with God and that God won't reveal his face because it would kill anyone who saw. What does this mean?

Those two statements do not contradict each other, and it is pretty clear that the story is about the ethnogenesis of the Jewish people and that the rules given to them only apply to dealing with other Jews ("thou shalt not bear false witness against thy *neighbor*"). It's not a universal moral code, it's a model to create trust and prosperity within a single group.

This is the verse that confuses me the most. Is god telling the Israelites to essentially chimp out in Canaan? And that they are right to do this because the people of Canaan are not Jews?

They had the literal Creator of all existence there in their direct presence telling them what needed doing. God sees every detail of every heart and head of every person. He knew how deeply corrupted the Canaanites were, including child sacrifice. Everything about their ways was saturated with evil and it was getting worse and worse by the generation.
