Depending on your definition there may be as many as 80 milion Germans. Some of them are without a doubt smart and capable while many others are retards just like in every nation there exist such black sheep. By singling out a nation as the object of your eugenic designs you're effectively allowing a great number of completely random people to piggyback on the achievements of a relatively small group of actual geniuses. What exactly is "culture"?
Are South Koreans and North Koreans different races that "evolved" into what they are now? Because they sure look like very different cultures right now.

I don't disagree that genes play a role to an extent. And you'll find some common psychological traits even among S and N Koreans that are probably genetic (both societies seem to have low levels of street violence, for example).
But you're ignoring the fact that even a brief historic event and a regime change can completely change the destiny of a population. This can easily affect the economy, the amount of famous mathematicians and so on.
