No, that's misleading and deliberately so. It's a propaganda meme to undermine individual sovereignty.
Saying power is coercive associates competence with coercion.
Knowledge is power, competence is power, electricity is power, being able to cook is power. Anything that gives you the ability to exert your reasoned will over the world is power. It's not a complex idea but it's made complex in order to undermine it.
Coercing people can give you power over the world but it's one example of power and one that rarely works, coercion usually has a reaction.
