Nothing about Sailor is wish fulfillment. Each of the characters go through the entire story feeling like they're missing something, with every attempt at filling that void eventually ending in dissatisfaction. The violence is portrayed not as glorious but as a childlike attempt at feeling powerful, and in control, hence why it's performed by children. The dramatic irony here is that these kids are still prisoners of their own adolescence. Mishima glorifies them no more than Burgess glorifies the Clockwork Orange kids.
The fact that this reviewer used a different author calling Mishima "stupid" as proof that his legacy (and by extension his writing) is meaningless shows only how vindictive his attitude is. He's not intelligent enough to defend his stance, so he appeals to authority. Many such cases.
