The idea is more that present-day Europeans are the purest descendants of the stock of ancient "Aryans", specifically the more Northern and Western Europeans with less admixture from Asians or darker races from the South. I don't necessarily believe this, I haven't made up my mind. Although personally I do think "white" features like coloured hair and eyes were more common in the past (whether or not they are genetically related to present-day Germanics, I'm not sure), and that obviously the IE expansion happened. There is also the cro-magnon theory which seems compelling but I haven't researched it enough and don't really know where to start.
