He didn't announce a report. That would look something like, "Reported for advertising." What he did was request that other people report the thread. The key is in the word 'report'. If he had reported it, it would be the present tense of the verb 'report'; so, 'reporting', or the past tense, 'reported'. To use report, he would have to pre-empt it by saying 'I will report', which he clearly didn't do. For a literature board, you guys sure do struggle to read.
