Simple

You are not going to accidentally receive a signal. At around 1 lightyear non-focused radio broadcast are little more then static.

The only way to communicate across those kinds of distances would be a highly focused inferred laser. This is not something you would be likely to pick up randomly.

Life even intelligent is probably relatively common. The problem is finding each other.
