China's space program is under the direct control of their military, but that also means that their space program has to share budgetary space with their NRO-equivalent. They've ended up taking the slow and methodical approach because it's hard to focus on more than one big project at a time. The LM-9 hasn't really existed for most of its lifespan. China loves putting out renders that talk about how they're the equal of anyone else in the world but most of the time they can't back it up with real hardware. LM-9 started back in 2010 as an answer to the Ares V. The 2015 version came out when they briefly thought they'd be able to con the RD-180 off of the Russians. Their actual engine tech still hasn't quite caught up to their powerpoints, but they're getting a lot closer. The LM-5G is actually the product of a completely separate design bureau than the LM-9. It's kinda like China has their own N-1 vs UR-700 competition.

I think ULA is just about tapped out on potential customers. They've always been a company that catered to expensive governemnt flights over the commercial market. 60% of NSSL-2 is about as good as its possible to get on that front and if NSSL-3 breaks away from the block buy model they might just be screwed. They got a big win with Kuiper deal, but that was purely on the "anyone but SpaceX" angle, and there just aren't that many people in that market segment. Even OneWeb is launching on Falcon 9 now. I don't like Blue Origin, but I like oldspace a lot less. Right now an anemic BE-4 production rate is the best way to kill off one of the major players.
