Stimpy's Invention is a flawed game, but the devs did do a pretty good job with the Ren and Stimpy license. I'd put it in middle tier Genesis games.

My pick is Time Stalkers for the Sega Dreamcast. This game generally gets pretty mediocre reviews. But I kinda liked it as a Rouge-Like, and it has a pretty funky system where you can capture monsters and make them party members in each dungeon. The game is a cross over between LandStalker, LadyStalker, Shining Force and a couple other Climax Entertainment games.
