It was the 90s, a time when it was popular for youth to be attracted to rebellious, anti-corporate, anti-government thugs who did whatever they want regardless of the consequences because they had a belief that it'd lead to a better tomorrow (For everybody, or at least for themselves). It was spawned from a small but disillusioned subset of teens and early 20s unsure of their place in the world, rejecting the normal means of career progression, family life, and all that jazz that enticed most of the population.

In a way, it was a prototype of the current type of rebellious youth, which is a corrupted version of this more primitive rebellion.

I don't have a hard cutoff line. For example, I would consider a lot of modern Kirby games to be retro despite being very recent just because they're nearly identical to older games (Amazing Mirror, etc.). Same goes for MM9&10. Even though it's on the PS2, I would call FFX retro as well, just because it's formula is pretty much the same as previous FFs, only really adding sharper graphics and voiceovers.

On PC, the lines are even more blurry. I'd call Halo not retro due to it sort of "crossing a threshold" into the modern era, but something like Rise of Nations, which plays almost identical to Age of Empires, I would say is despite being released in 2003.

In short, retro is a state of mind and not really a hard, quantifiable property.
