Pretty sure it was just one guy with mental issues who bought "obscure" games from yahoo japan.
He dumped the isos and scanned in everything, but never planned to actually release it. He eventually did someone access after bragging in irc or discord, who downloaded all the shit and uploaded it for us.

The autistic dude then made a post here that he had "lots of other rare shit he would never share with anyone", as proof he uploaded the box scans (pic related). But it was all not very interesting so he got laughed at.
