Right, but it's definitely an idea that's been going around online, true or not. It's a small form of vindication for me at any rate, even finding out that it's definitely untrue would be interesting enough for me.

With some extensive Googling and searching, I found a couple of references to it on TVTropes (unsourced, and who knows when they were added), a brief thread about it on R*ddit from earlier this year, and then some scant few mentions of it in the archives of /vr/ and /v/ dating back the past decade or so.
If it's actually true, potentially the one source is actually in Japanese and it's something that's only been wandering around the western world by word of mouth, and either it was never translated, or the translation of it fell off the web at some point.

What we have to back it is 1, that the claim of the idea has been passed around for a long time (never challenged and never sourced), but of slightly stronger substance, 2, there's some interviews with the devs where they do actually mention that Namco made them change a number of things about the game to tone it down, such as making the zombies less realistic and human looking, making the blood green, etc.
There's no mention about the concept of the player character, but that wouldn't have to mean that it wasn't something which changed during development, regardless of it was something changed in the last minute as often told of, or if it was something which was proposed but nixed early on. The player initially being proposed as an evil killer looking to murder a poor girl, then being changed into a hero trying to save his girl would be going from a darker to a lighter tone, and it would make the fact that the player looks like a famous slasher horror killer less inexplicable.

IMO, Splatterhouse is one of these series that never had bad games. I even liked the PS3/Xbox 360 remake.
