In what ways was this better than 2?

Sonic 3 was the first time Sonic ventured into a realistic setting instead of his past art-deco inspired landscapes that seemed more like fantasy lands within a small universe. Like something inside a crystal ball, a set up.
3 gave us realistic environments that look like real life and Sonoc's sprite was made more 3D. Not to mention the inclusion of the new mysterious rastafari rival.
It was a great time to be alive and experience this for the first time, back then.

It looks more like a flyer ad than a cover.
In that regard, the Sonic 3 cover is infinitely better.
