This was actually an "ero magazine" in the original japanese, but translated to "action comic" in the localization. They actually changed the picture on the US version of Legends on PS1, but they forgot to censor it on the N64 version, so you still get to see the lewd cat girl but, it still says "action comic".

Hotaru in Garou has a move where she flip kicks the opponent, flies on top of them, and has an explosive orgasm.

Morrigan in MvsC1 has a level 3 super move, I forgot its name, that has her throwing a heart shaped projectile with a kiss, and if it hits the opponent it closes the curtains on the screen and shows silhouettes of her doing the nasty. Once the curtains roll back, she is biting her finger erotically.
It does very low damage even for a normal super let alone for a 3 level one, and the heart projectile is slow, but it has the advantage of being completely unblockable. So a good way to do a guaranteed hit is to use it when you kill a character and the other one jumps in, for a quick double kill.
