a rally is a time trial where you drive from one point to another over a stage that can be tens of kilometers long; in Sega Rally you drive around a short circuit, doing laps while racing other cars for position
it's much more similar to rallycross, which has "rally" in the name, but is also not rally

nope, you have rally stages inspired in montecarlo, savannah etc. and only practice mode has laps. Also not all rally stages are super long there are ~5 km stages too

this is over the top yeah but in real rally you can overtake cars when they fuck up and you have a good pace, I think Sega rally tried to emulate this in an arcade-fantasy way. it's super arcade for modern standards but for the time it did rally better than any other game.

rallycross is rally + circuit racing, it's pretty much its own thing
