let's say the c64 is the machine you're talking about, the RF modulator in it is renowned for being cheap, noisy and terrible. thankfully those machines have a composite out via a DIN socket at the back of it. anybody still using RF in 2017 should have their head examined. (unless they're connecting it up to a tv that has no other inputs - a really old set).

SOME RF looks pretty good. My 5200 was astonishingly good over RF but it has a very strange RF adapter. That led me to acquiring a number of thrift store modern low-loss phono coax cables (thick orange phono cables made for surround sound, often included with things and discarded) with simple "phono to f-type" adapters. They work wonders on some systems but what Anon said is true the C64 has bad RF right out of the console

Then yes, it outputs chroma/luma and standard composite over it's video port.
You can get cables for it on eBay for a few bucks from Chinkland.

It's not a PAL vs NTSC thing. There were a couple dozen variants of RF modulator in the C64. Each region the computer was sold in used different ones. So perhaps you've seen one of the better ones in use.
