The Saturn, and Sega as a whole, couldn't have survived in a market where PlayStation exists, Bernie or not.
But things could have been better. Bernie negated all the great Capcom arcade ports that used the 4MB expansion. It still wouldn't have saved the system against the PS, but it could have been a nice selling point while fighting games were still semi-popular.
The west had to settle for Playstation's choppy ports.
