main character on the front is Spike and the main colour motif represents his hair and shirt. Showcases his net capturing the monkey and its mental state shows a sense of chaos gone wrong. background is blurred and nonsensical indicating shits weird and that the means of moving around is not arbitary.
Also shows Spike is completely open to the idea of catching the bastards by his face of determination and anger and obviously has some kind of beef with said monkey.

American boxart just slaps all the monkeys on the cover and you dont know if Spike is the main character or the villain because all the linework gravitates towards him, making you wonder if this is a good character or not.
One thing it does show is that the monkeys are batshit crazy but it almost makes it out as if thats okay.

In conclusion, the PAL boxart does the game more justice.

I can only speak for Mexico, but although the 1994 crisis hit us hard, consoles and cartridges were actually made in Mexico (you can see carts like Chrono Trigger's with "Made in Mexico" on the back) so it KIND of leveled the prices. there were also tons of bootleg cartridges available in flea market, mostly Japanese games based on popular anime of the time like Ranma 1/2 fighting game or DBZ Butoden 2.
