Super Butoden 2 was planned for a US release for Mexico specifically in 1996, but in English, because DBZ took off surprisingly there.
For some reason Nintendo of America was too incompetent to allow that to happen in a reasonable time frame.

Yeah, it even got a cover on the latin america club nintendo mag.
The localization was going to be weird, as they'd change the title of the game "Dragon Ball" (no Z). USA was still mostly oblivious to Dragon Ball in 1995 or 1996, which is when this game was going to be localized, and in latin america, DBZ was mostly known thanks to importing VHSs from Spain, as the mexican dub of DBZ wouldn't happen until late 97 or 1998, we were still watching OG Dragon Ball (which is why the club nintendo issue explained who all these Z characters were).
However, I live in latin america and I did play Super Butouden 2, in japanese, thanks to piracy. The other Butoden games were also around, as well as the Genesis game. Bless the chinese pirates.

The French localization was already weird. It was distributed in Spain despite the language barrier but with occasionally translated packaging. DBZ was having its first air run in France around the same time the games were dropping, but occasionally the games would feature characters that didn't have an official French dub name so Bandai France would make up their own translation (not accurate).

Nintendo of Europe would then take some of the staff from Bandai France and hire them, after giving them distribution rights for the NES and SNES in France until 1993. Shit was weird.
Despite being technically under NoA, they were very loose with the content guidelines.

They rewrote the trophies for something Perfect Dark related as well and then kept Famicom Tantei Detective for some reason.

NoA loves to hide evidence games they didn't localize existed. With SSBB that somewhat changed because NCL saw some worth in using it to gauge interest in Japan-only Nintendo franchises (a cooking book app, Stafy 5, Glory of Heracles 5, Mother series, and counting)
