The only argument in Capcom's favour here is that the medium is the same -- SFII's roster is a hodge-podge of pop cult and manga tropes, but these at least referred to figures in other media, and were purposefully transparent nods to their sources. Japanese players were supposed to recognize M. Bison as Mike Tyson, or Guile as an ironic twist on Jojo's Nazi officer, and part of the fun of the game for Japanese players was that referentiality. Whether the designers of Fighter's History were citing the same set of shared references from which Capcom's designers were drawing or whether they were pulling directly from Capcom's work itself in terms of character design is ambiguous, but that Fighter's History was in precisely the same medium and genre/format as a very successful antecedent would tend to bias one in favour of the latter interpretation.
