I just don't get it. Why did they decide to release this in 2002 when the PS2 had already been out for nearly two years and the PS1 clearly could not run this game properly? I mean who in 2002 wanted to play a FPS game that dipped below 5 frames per second every time you fought an enemy?

Because the PS2 is a Lovecraftian monster of an architecture to port to and they have already invested time and money into the PS1 version. Better to recoup some than none.

This is what I thought probably happened, development began on the PS1 and they probably tried porting it to the PS2 but failed miserably. This game must of had some serious development hell for it to come out the way it did.

Same devs made the PS1 version of Rainbow Six so I'd guess they pretty much just needed to do some new art, new missions on the old codebase and it's done.

Because people tend to understimate PSX/psone base users in post-2000 years, after all only ps2 sold more than psx in 2000-2004 years. Europe users and second rate markets such as Asia, middle east and south america got a lof of PSX games in that era.
