Believe. My furry model is in the middle of getting rigged. It did take quite a bit of searching to find an artist that can separate out a muzzle and a rigger who can work around anthro. I had to search around to find people who have done anthro in the past. I haven't looked into their quality and prices, but here's a few I found:
