Depends on what you want out of the MMO. Raiding? Running dungeons? Flashy skills? A good story? Good music? A lot of these start real fast, some take a while to get to. The entirety of A Realm Reborn is basically just setting up the important story beats for later and then the expansions are just answering them, while following specific stories. The devs have a habit of condensing and removing buttons from classes so that at level cap you don't need more than 3 hotbars for them. Pic related is generally what you'll have at 80 but 70-80 doesn't get a whole lot of new buttons
