She should lead with Spiritomb which is actually pretty meaty. Not sure if it'll use the Platinum moveset which replaces Embargo with Shadow Ball. Cynthia's AI will also switch if her current Pokemon can't do anything against the other pokemon.

Cynthia's Garchomp is huge wall for that strat since it has a better BST than the majority of Pokemon you have access to. You'll need to significantly outlevel it. Or have access to fast Ice moves, but those aren't exactly easy to get.
