Reminder that it took them basically 2 months to terminate Selen after putting her on a suspension from breaking their rules. Luca might be on the chopping board already, they just want to cool things down a bit after all the heat they've gotten recently or even want to pull an "amicable" graduation like what happened with Yugo to not look that bad, and who knows if there's some other graduations in the queue so his turn could take a while. Could also just be taking a while since they are gathering evidence for the termination notice like Zaion and Selen got.
