Vtubers are closer to nekomimis, mecha musumes, and mascots. And these things are in turn the secularization of an already (or rather, modern cultural entrenchment) of the two ancient religions that occupy japan: Shinto and Buddism. They are Kami, aspects of the divine and therefore aspects of the Buddha. Kami are very localized spirits that represent non-sentient objects, places, or concepts. This is why most holos are a condensation of a high concept, such as Korone being a dog (more accurately, a dog god - a steward of all the dogs) or Mori being the viceroy of the Concept of Death. Vtubers are Kami, and the worship of these Kami metastasized by the inclusion of the concepts in "idol culture", and the elevation of your chosen Kami into greater heights in worship, sacrifice, and work in her name.

And as these streamers sleeve into the forms of these concepts, they are partly "possessed" by these kami to act in their name, as high priestesses or mikos.
