well they started as a company made unit to go to events
they were probably put together because they were both "outsiders" and this would give them some exposure, or they had the right attitude to do this kind of thing, who knows
and for a while they were just that, business partners, but as they did stuff together, they became friends
and really it was kind of a perfect storm, both of their main collab partners kind of abandoned them around the same time and then Suisei wrote Miko's name in Marine's questionnaire and then yeah, the rest is history
