I'm starting to believe Gura is actually in a Rei Ayanami or Venture Bros. setup with Cover, as her brain becomes more retarded and erratic frequently over time. Gura probably died on her plane trip back home, meaning cover had to pull out Gawr Gura #19 to take over, hence the extended breaks. They can copy over some data from the black box, but a lot of corrupted data is lost and they have to retrain her every time.
