Any strategy that works by increasing the traffic of non-/meat/ /meat/ trading ships would be highly effective. If 90% of those ships ended up being completely unaffiliated to /meat/ and their activities, the patrols might give up on that bit of racial profiling altogether to focus on raiding ships instead, allowing /meat/ traders to travel unimpeded.

It's pretty neat how far against the wind triangle sails can push a boat, this reminded me of this diagram I came across. (shape of the polar fct depends on the specific sails obvs).
