Think about it, she has to put on this entire outfit anytime she gets ready. Any normal girl would just put together a more basic or utilitarian version of this.

Mumei however is meticulous, making sure every part of her person is as appealing and cute as possible. When she's putting on her asymmetric socks, she's not just pulling them on then rushing out the door. No, she has to go out of her way to grab this separate band and pull it ALLLLLLL the way up her thigh, using more effort as it gets tighter. She has to find the perfect spot where it squishes her legs visibly but doesn't cut off bloodflow.
Then she puts on the same band on the other side, only part way up her calf instead of thigh.

Next, she pulls up her leggings and perfectly spaces them out so that a juicy bit of thigh fat is squished between the band and leggings. Again, she does the same with her other leg except on her calf.

Finally, she puts on her boots and examines herself in the mirror, making sure everything is perfectly in place so that she comes off as the cute adventuring bookish girl that she is. But in her head she is very much wanting to tempt (You) with her looks. She wants you to praise her. To look at her. Give her attention. To WANT her.
