To answer your question I would sincerely hope it's a bug because if it's not that means of 1 or 2 things
Either youtube is so incompetent that they added a feature that actively causes all viewership across all sitewide livestreams to appear lower than what it actually is
Or they released an featured that makes viewership appear low and it disproportionately targets vtubers in an attempt suppress how popular the genre truly is
Either explanation cements how terrible youtube is a platform how not just vtubers but creators in general need to make an exodus to a better site
