December 2021 was the last time EN audition announcements were made, about it being open auditions from then on.
Now, since it's an open audition, naturally anyone choosing to apply would know that it's "available" so to speak.
But if none of the girls that applied were getting views on their applications, even after 3-4 attempts?
They might think it's not happening.
Since Tempus AND Tempus 2 debuted after the announcement, a lot of other EN3 potential girls would have gone to places like Idol corp, Phase etc.

2023 Feb is when the most recent announcement "reminder" happened.
They also rolled out an entire Video for it a week ago, which I assume they'll play as ads on Youtube etc. for future use as well.
But let's take that February announcement as the start of them seriously looking for EN3.
Now, obviously they stated that auditions are open for all branches. And tagged both HolostarsEN and HololiveEN on their post (missing HoloID, who was in the picture, which I assume the ID account took care of).
Remember that this was on the HoloPro account, run by Omega. He naturally wouldn't be happy with having to say that only Hololive EN were recruiting, so it's possible that he might have put Holostars there as well. Or it could just be management defusing tensions, allowing both Holos and Homos to apply but only looking at Holo candidates, since the recruitment process has been completely taken over.

Such "reminders" about existing auditions don't just come out of nowhere. In the corporate space, it usually means there's been some form of change. Which is why I think Omega group lost control of the EN audition process, and are left with just the HoloPro twitter account (which is now the main twitter account).

There's some people that think that EN3 has already been recruited, and that the announcement was for EN4. But considering just how dogshit the EN branch has been handled to the point that the highest JP management folks had to step in, I don't have that level of optimism.
This audition announcement is for EN3.
They might fast track it though, similar to early Myth auditions which took around 5 months to materialize.
If they shave off a month, EN3 is likely to come out some time this month.
Oh, and look at that, a perfect space of 5 days this month... wonder what they could be used for... hmmm...
