I said completely unexpected, but on further reflection now that I think about it it makes a lot more sense, given that Zun is one of her heroes, she probably at some point wanted to mimic the amount of love and appreciation people have for Touhou with her own game, I wonder if given the opportunity she could use the huge fame and influence she has now to try that again.
