And if the identity of a rep is uncertain, they can be asked to confirm it by making a small change to one of their rentries. At least, that's a way to do it I can think of.

Hmm, a province system would resolve my main reservation with regards to this idea, which is that we'd have to go through the pain of drawing new borders any time a nation is added (as well as "people just want big countries" thing).
Most straightforward would be to take existing borders and simply splitting larger countries in 2-3 (taking into account polar distortion).
Someone looking into what nations would fit the "repless, loreless" criteria would be a pre-requisite to getting this going.
