The company itself is getting too big for any of them to manage. The typical Japanese response to criticism being to throw the employee under the bus at the first sign of trouble doesn't work when most of your viewers are outside of Japanese corporate culture and can see through the thinly layered attempts at covering their asses.

Granted, this hasn't happened with an English vtuber yet, but look at Towa. Towa was objectively thrown under the bus. And protection? Hololive gives great lip service to the idea but offers zero tangible evidence that they've ever protected any of their employees. We STILL don't know the exact extent Aloe was harassed or what Hololive did (if anything) to stop it.

Now, to be fair, they are still better than Niji. Niji and Hololive are still better than most regular talent and idol agencies in Japan. That's a very low bar to hit. That's "At least you're only being raped by your manager" low of a bar and offers utterly nothing to the health and safety of the people who are supposed to be the reason their company is getting any views at all.
