Chat is the same on either site, most people just go to the site the vtuber they like use, and aren't as tribalistic as the anons here.
Chat depends on the streamer and size, of course big streams like more than 5k-20K+ viewers often have unusable chat, but indies can have very nice chat (on each site).
Emoji spam is fine when there are so many people you can't have any form of discussion anyway, so it's better to get an overall feeling about the chat, rather than everyone writing complete sentences no one will read. For smaller streamers, actual chatting is possible, youtube or twitch.
