My best One Shot experience, if not overall TTRPG experience was a CoC session with one experienced DMs and a group of people with not prior experience whatsoever. So I absolutely agree, it feels like the perfect place to start off mechanics wise. I don't know how difficult it is to get permissions for that kind of stuff, but I don't see why Chaosium would object to free promotion or why management would object at all.
I had ten, maybe sessions, so I say this as a newcomer

Just got done bawling like a child.
They are going to be on that stage, and we are going to be there cheering them on. The hard work, all the bullshit they've gone through over the past year and a half, it's all going to pay off. We're going to watch them finish this journey, and we're going to see them push past it and go farther.
