I don't think it's that bad, I like the hair and the feather earrings and most of the outfit. It just needs some adjustments.
There's something off about her face, I'm not sure what, but from some angles it just doesn't look very cute.
The two hat thing is dumb. The white hat needs to be gone and the red hat should have its size and position adjusted to being the only thing on her head.
The sword, shield and belt buckle have no business being there if she's not actually supposed to have a tokusatsu hero theme. Just get rid of them.
I'd make the baggy detached sleeves more sleek and fitting to her arms, or replace them with elbow gloves or something.
The hem of the socks should be just straight instead of having that bumpy shape, to enhance the zettai ryouiki effect. They could be a tiny bit lower too.
