My understanding was back during the early days of pomf clones, like six or seven years ago, someone uploaded a virus in the form of an executable.
Was detected, taken down, and TOS changed so you can't upload .exes anymore to pomf, but it got put on every AVs blacklist. Overtime, it's been removed, but some ISPs still have it on their massive generic filterlist because of it.
